The promulgation of the recent amendments to the Foreigners Act on 16 October 2025 introduced significant changes to the regime governing the entry, stay, and hiring of foreign nationals in Portugal, with a direct impact on companies and workers.
In an article for RH Magazine, Pedro Antunes, Partner in the Labour practice at CCA Law Firm, explains that these changes “create new requirements for both foreign workers and employers”, reinforcing the need for documentary compliance and internal control by companies.
Among the main new features are the limitation of the job‑seeker visa to qualified workers, new restrictions applicable to CPLP citizens, and stricter criteria for the validation and renewal of residence permits. Companies, the lawyer emphasises, must ensure that foreign workers have a regularised status, avoiding administrative offences that may result in fines of up to €90,000.
