Urban rehabilitation remains one of Portugal’s greatest housing challenges. In the face of widespread degradation of city centres and a shortage of affordable housing, public authorities continue to debate the use of legal tools that can deliver real and timely change.
In an article for The Portugal News, Raquel Sirvoicar Rodrigues, Senior Associate in the CCA's Real Estate Practice Area, argues that while expropriation may appear to be an obvious solution, it must be part of a broader, more balanced strategy guided by legal safeguards and political vision.
“(...) although it pains us all to see city centres full of degraded and unoccupied properties, and it seems that the obvious solution is the expropriation of these properties, the success of urban rehabilitation will depend on the legislator’s and administration’s ability to combine equity, efficiency, and strategic vision” explains the lawyer.
