The Portuguese Government announced the end of the Non-Habitual Tax Resident Regime (NHR) for 2024.

This measure will not affect those who already benefit from this regime.
 
The Non-Habitual Resident Regime was created in 2009 to attract specialists in various fields with high-value-added professions, and it also attracted other individuals such as retirees or those with passive income (rents, interest, or dividends). After various controversies, the regime was amended in 2020 to impose a 10% tax on pensions.
 
The Prime Minister announced on Monday, October 2nd, that "this measure no longer makes sense and will end in 2024" without being clear about how he intends to end the regime. However, he assured that it will not affect those who are already benefiting from the regime.
