With more than 10 years of experience, Rodrigo has developed his practice in Public Law, with a particular focus on Urban Planning and Zoning matters. He advises on complex urban development projects in the residential, tourism and industrial sectors, guiding clients through every stage of the administrative process, from licensing to execution and compliance and audits.
 
Rodrigo also has extensive experience in Public Procurement and Administrative Contracts, advising both public entities and private operators throughout all phases of pre-contractual and contractual procedures. He also represents clients in administrative litigation, including proceedings before administrative courts and public authorities, in matters ranging from nationality and immigration to broader disputes in Public Law.
 
His practice further extends to sectoral regulation, with particular involvement in education, environment and waste, energy, healthcare and the pharmaceutical industry. Rodrigo combines deep knowledge of the legal framework with an operational understanding of regulatory dynamics.
 
He is recognized for his high technical standards, precision and breadth of expertise, which allow him to respond with agility and confidence to the challenges of each sector, anticipating risks and helping clients navigate the increasingly complex regulatory landscape at both national and European level.

Rodrigo joined CCA in 2021 as part of the Public Law practice, where he currently serves as a Senior Associate.
 
He began his career as a solo practitioner, focusing on Public Law. Between 2018 and 2021, he served as a legal advisor for Public Procurement at a municipal company. He later joined the Public Law department of a law firm with a strong presence in northern Portugal, where he deepened his expertise in urban planning, administrative litigation, and regulatory matters.
