Filipe Gomes da Silva's analysis on the application of Zero VAT

To mitigate the increased cost of living, the Government launched a set of measures aimed at supporting Portuguese families in the face of increased prices and interest rates. Worth 2.5 billion euros, this second package includes six support measures, namely the application of zero VAT to a set of essential goods. In an opinion article for Observador, Filipe Gomes da Silva, Senior Indirect Tax Specialist at the CCA's Tax Practice, analyses the effectiveness of this measure.

According to the specialist, "(...) the need to reach an agreement with the food production and distribution sector to ensure that the benefits of VAT are not absorbed by profit margins has exposed the shortcomings of our market: the limited competitiveness, the small size and the tight margins."
