The European Commission has presented a legislative proposal aimed at thoroughly revising the directives related to public procurement and intra-EU transfers in the Defence sector. This initiative could represent a significant structural shift for Member States, with direct impact on resource mobilisation, industrial cooperation, and innovation capacity.
In an article published in Jornal de Negócios, Miguel Neiva de Oliveira, Public Law Partner at CCA, analyses the potential effects of the proposal, emphasising the importance of ensuring that procedural simplification does not compromise the fundamental principles of public procurement, such as transparency and fair competition.
“The proposed changes make the rules clearer and reduce the overall administrative burden, allowing SMEs in the defence sector to unlock their innovation potential,” says Miguel Neiva de Oliveira.
