The housing crisis remains one of Portugal’s most significant structural challenges, affecting not only access to housing, but also mobility, social cohesion and the economic stability of families.
In an article published in SAPO, Vera Martinez, Managing Associate in the Real Estate practice at CCA Law Firm, analyses the “Building Portugal 2026” programme and the potential impact of the measures aimed at increasing housing supply, simplifying urban planning procedures and improving access to housing.
In this context, she highlights that “It is not enough to pass legislation. It is necessary to ensure that procedures work, that municipalities are able to respond, that projects move forward and that homes effectively reach the market.”
The analysis further notes that, while the proposed measures may contribute to a gradual improvement of the housing market, significant challenges remain, including construction costs, licensing timelines, the operational capacity of municipalities and the need to ensure predictability for families, investors and developers.
