Vera Martinez comments on the Government’s proposed changes to the rental market

The measures announced by the Portuguese Government to reform the rental framework have once again brought into focus the balance between tenant protection, landlord confidence and increasing housing supply.

In comments to Jornal Económico, Vera Martinez, Managing Associate of the Real Estate practice area at CCA Law Firm, analyses the impact of the proposed measures, with particular emphasis on eviction proceedings, contractual freedom and the need for structural solutions to improve access to housing.

In this context, she notes that “This issue cannot be placed on the shoulders of landlords. It must be addressed as a matter of public policy.”

Vera also highlights that, while some of the proposed measures may encourage more property owners to place their properties on the rental market, increasing housing supply will also depend on the implementation of effective public support mechanisms for families and on addressing the structural constraints that continue to affect the Portuguese rental market.
