Amendments to the Professional Internship Regime

The ACTIVAR.PT Internships measure was amended for the third time by the Order no. 293/2022, taking effect from the 1st of January 2022 onwards, with the aim of supporting the inclusion of young people into the labour market or the professional retraining of unemployed people, allowing them to develop their respective skills.

  • Beneficiaries:

Among the amendments, the beneficiaries of these measures are now also those registered with the IEFP as unemployed people who are refugees and beneficiaries of temporary protection and a person to whom a promotion and protection measure of residential reception has been applied.

  • Internship Contract:

The internship contract was subject to a review, namely the provision which determines the conclusion of the internship and its certification may be anticipated by written agreement between the parties when the promoting entity and the trainee consider that the goals of the respective internship have been met, provided that:

  • At least 3 months of effective duration of the internship have elapsed;
  • There is a written agreement between the promoting entity and the trainee regarding the acquisition of the necessary skills for the integration of the trainee in the entity;
  • The written agreement must state the intention to conclude and the effective starting date of an open-ended employment contract, between the parties or between the trainee and an entity of the same business group as the promoting entity, within 20 working days from the end of the internship.

We emphasize that if an employment contract is not signed, the promoting entity will be barred for 2 years from receiving any support or co-participation from public funding with the same nature and purpose, except if this is due to the will of the trainee.

  • Duration of the Internship:

The internship lasts for nine months, not extendable, except when the promoting entity and the trainee consider that the objectives of the internship have already been achieved and subject to compliance with the abovementioned conditions.

However, in certain cases the internships lasts for 12 months and the funding percentages are increased by 15 %, as follows:

  • people with disabilities;
  • people who are part of a single-parent family;
  • people whose spouse or unmarried partner is also registered as unemployed in the IEFP, P.P.;
  • victims of domestic violence;
  • refugees and beneficiaries of temporary protection;
  • ex-convicts and those serving or having served non-custodial sentences or judicial measures, in conditions to be reintegrated into active life;
  • drug addicts in a recovery process;
  • people who have been recognised as having the status of informal caregiver and who have provided care as main informal caregiver and people who have been applied a promotion and protection measure of residential care.
  • Employment bonus:

With regard to the employment bonus, the new amendment establishes that the promoting entity who enters into an open-ended employment contract with the trainee, within the period of 20 working days from the conclusion of the internship, is granted an employment bonus equivalent to twice the monthly remuneration provided for therein, up to a limit of five times the value of the IAS (currently the IAS is € 443.20, and it is expected that in 2023 it will be € 480.43).

It should be noted that granting  this employment bonus binds the beneficiary to maintain for 12 months the employment contract in force and the employment level verified at the date of the beginning of the contract.
