With more than 20 years of professional experience, Miguel has advised a wide range of clients — public and private — across diverse sectors and with distinct needs, including central and local government bodies, public companies, regulated operators and major economic groups.
His practice focuses primarily on public procurement law — covering both pre-contractual procedures and the performance of administrative contracts — as well as concessions and public works contracts. He also has extensive experience in general administrative litigation, urban planning and zoning, sector-specific regulation (particularly in the pharmaceutical sector), energy, environment and EU funding. In addition, Miguel has been active in the field of Space Law, supporting pioneering and technologically innovative projects aligned with emerging challenges.
Miguel is recognized in the market for his ability to respond swiftly to highly complex regulatory matters in specialized sectors. Problem-solving oriented, his approach combines technical precision with practical insight and strategic vision.
He also serves as Head of CCA’s Oporto office, a role he embraced with enthusiasm and through which he has actively contributed to the firm’s growth and consolidation in the city of Oporto.

Miguel joined CCA in 2020 and is currently a Partner in the Public Law practice, a role he combines with coordinating the firm’s Oporto office.
Miguel began his career in 2001 in Public Law, initially with a traditional practice and later as an independent practitioner. He subsequently joined two leading law firms — one with a strong national presence in northern Portugal, and another with an international footprint — where he further deepened his expertise across the various areas of Public Law.
