The Government’s decision to waive prior approval by the Court of Auditors for contracts below €10 million has sparked debate regarding its impact on the oversight of public expenditure and the accountability of public officials.
In an article published in Jornal de Negócios, Miguel Neiva de Oliveira, partner in the Public Law practice area at CCA Law Firm, analyses this measure, placing it within a broader set of changes that includes the limitation of public managers’ liability and the increase of thresholds for direct award procedures.
In this context, he warns that the legislative package may lead to “a relaxation in the sense of responsibility that should always be present in the mind of a public manager”.
